Biography

Puar Si Liang is a Policy & Analytics Lead in the Strategy and Development Group at GenZero, where he navigates climate policies and regulations at both national and international levels. He specialises in analysing developments related to climate and carbon credits, particularly within the framework of the United Nations Framework Convention on Climate Change (UNFCCC) and the voluntary carbon market.
Before GenZero, Si Liang worked in Singapore’s Ministry of Trade and Industry to develop the nation’s carbon market and carbon tax policies. He was previously an Article 6 negotiator at the UNFCCC and fostered international agreements with governments in Asia, South America and Africa to enable the transfer of carbon credits to advance global climate cooperation.
