Biography
Juan Carlos is an international expert on climate policy and carbon markets. For 15 years he was a UNFCCC climate negotiator for Mexico and served as Mexico’s lead negotiator for Article 6 of the Paris Agreement.
He served as Deputy Minister for Environmental Policy and Planning, and Director General for Climate Change Policies at Mexico’s Ministry for the Environment and Natural Resources, where he coordinate national climate policies and led the design of Mexico’s Emissions Trading System. He has collaborated with corporates and governments on carbon markets and climate policies across hard to abate sectors in Africa, Asia, Europe, Latin America, and North America. He led environmental integrity assessment for the Taskforce for Scaling Voluntary Carbon Markets (TSVCM) and the creation of the Core Carbon Principles.
In 2019 he was appointed by ICAO as member of the Technical Advisory Body (TAB) for CORSIA.
