ARR (Afforestation, Reforestation, Revegetation)
Restoring degraded land and capturing carbon by increasing tree cover, enhancing biodiversity, and delivering long-term climate benefits
What’s the challenge?
The world’s forests provide one of our largest natural carbon sinks, but over one-third have been lost to human or natural causes.
According to the most recent IPCC report, achieving the Paris Agreement’s goal of limiting global temperature rise to 1.5˚C will require a significant scaling up of carbon dioxide removal (CDR) processes to complement emission reduction efforts.
Nature-based Solutions CDR approaches such as afforestation, reforestation, and revegetation (ARR) are expected to play a major role, with some scenarios suggestion they could deliver a substantial share of the required removals. In illustrative pathways assessed by the IPCC, CO2 removal from Nature-based Solutions approaches contributes significantly to overall CDR volumes, highlighting the critical role of ARR in meeting climate goals1.

How does Afforestation, Reforestation and Revegetation work?
ARR is a climate solution that sequesters carbon by increasing forest cover: planting trees and shrubs or assisting natural vegetation. ARR projects and programs (for simplicity, these activity types will be referred to as projects going forward) are nature-based solutions that don’t require high-tech infrastructure or technology. There are slight differences between each type of method:
- Afforestation is the process of transforming non-forested land into wooded areas by planting and seeding, which increases carbon storage in the aboveground and belowground woody biomass. Afforestation includes activities such as agroforestry, farmer-assisted natural regeneration and tree plantations.
- Reforestation involves replanting trees on previously forested land converted for other uses like agriculture or urban development. The positive impacts of reforestation include restored ecosystems, increased biodiversity, improved soil quality, reduced erosion and erosion prevention, and enhanced carbon sequestration. Methods include natural regeneration and active planting.
- Revegetation is the process of replanting and restoring vegetation on land that has been disturbed or degraded, such as areas affected by mining, construction, deforestation, or natural disasters. The benefits of revegetation include soil stabilisation, erosion prevention, improved water quality, restored habitat for wildlife, and enhanced ecological health of the landscape.
The amount of carbon sequestered in ARR projects can be quantified and verified to generate carbon credits according to established protocols, methodologies and standards.
Co-benefits of Afforestation, Reforestation and Revegetation methodologies
ARR projects can offer co-benefits beyond climate mitigation and reduction of carbon dioxide in the atmosphere.
- Continued traditional and cultural management of land by Indigenous Peoples and local communities.
- Enhanced biodiversity by creating or restoring natural habitats which support diverse species of plants and animals.
- Erosion prevention and improved soil health and fertility which benefit agricultural productivity and natural ecosystems.
- Water cycle support by increased vegetation which impacts the water cycle, affecting rainfall patterns, water retention, and groundwater recharge.
- Economic Opportunities: These activities can create jobs in forestry, conservation, and related industries, and provide long-term economic benefits through sustainable resource management.


Indigenous Peoples as well as local communities inclusion within ARR Activities
Both Indigenous Peoples and local communities play a vital role in creating high-integrity carbon markets as stewards of critical ecosystems worldwide. Their lands encompass 40% of the planet’s ecologically intact landscapes, contributing significantly to global biodiversity conservation.
ARR projects often depend heavily on the stewardship and participation of both Indigenous Peoples and local communities. Indigenous Peoples’ Knowledge and sustainable practices are central to the integrity and implementation of the projects within their territories.
Through collaboration with members of Indigenous Peoples and local communities, the Integrity Council ensures their involvement in shaping high-integrity carbon markets. The Integrity Council has established and supports the self-led, independent Indigenous Peoples and local communities Engagement Forum to ensure their voices are central to decision-making. The Forum also aims to build capacity within Indigenous Peoples and local communities, empowering them to participate in carbon markets as equal partners.
The CCPs are designed to generate significant economic and sustainable development benefits by unlocking finance for climate solutions that would not otherwise be available.
