The Governing Board

Independent oversight to ensure integrity in carbon markets

Sets direction and upholds integrity

The Governing Board provides strategic direction for the Integrity Council, ensuring our work stays true to our objectives. It guides delivery of our strategy across assessment and assurance, stakeholder engagement, continuous improvement, and organisational governance.

Decides on high‑integrity rules and approvals

The Governing Board makes formal decisions on whether specific methodologies meet our high‑integrity threshold (the two‑tick assessment process means both a program and the methodology must meet the bar before credits can carry the CCP® label). Decisions typically follow SOC recommendations and Expert Panel analysis.

Uses clear, transparent procedures

Governing Board business is conducted in meetings and – where appropriate – by written procedure to enable timely decisions. Conflicts of interest are declared and managed, and market‑participant members do not vote on assessment items where a conflict could arise.

The Governing Board approves policy updates (for example, finance and delegation changes) and will publish a report after each meeting to build market confidence in our process.

From July 2025, the Governing Board agreed to publish a report of each meeting, covering items such as organisational updates, committee recommendations, and decisions on methodologies.

The Integrity Council publishes non‑confidential reports of Governing Board meetings. Detailed internal records (for example, voting tallies and confidential attachments) remain confidential.
