Biography

Mr. SARR holds a Geological engineering degree with major in environment.

Since 2005, Mr SARR is regularly involved as Senegalese delegate in the international negotiations on Climate Change under the UNFCCC .

From 2011 to 2020, as President of the Senegalese National Climate Change Committee, he coordinated on behalf of the Ministry of Environment and Sustainable development of Senegal, the elaboration of many National Climate Change policies and programs.

The most important one is the technical process of the elaboration of the Senegalese National Determined Contribution.

As Director in charge of Planning, Monitoring and Evaluation at the Senegalese Rural Electrification Agency (ASER), Mr SARR has worked for 22 years in the Energy Sector in Senegal and has participated in the design and current implementation of the innovative Senegalese “Universal Access rural electrification program”, based on a Public-Private Partnership while Integrating Carbon Markets, climate finance, and many innovative financing instruments for resource mobilization.

In 2016, he initiated with the support of some west African delegates, the creation of the West African Alliance on Carbon Markets and Climate Finance in Cop 22 in Marrakech.

In 2018, Mr SARR also coordinated in partnership with the World Bank CiDev Program, the piloting in Senegal, of the “Standardized Crediting Framework (SCF)”, in parallel with the implementation of the Senegalese rural electrification program in order to prepare for a future operationalisation of the Paris Agreement Article 6 in the country.
