Biography

Amy Merrill leads the Secretariat as Interim Chief Operating Officer at the Integrity Council for the Voluntary Carbon Market (IC-VCM), the new global governance body to set and enforce threshold quality standards for the voluntary carbon market.

Amy is seconded to the IC-VCM from the Center for Climate and Energy Solutions (C2ES) where she is Senior Director, Head of Global Carbon Markets leading C2ES’s work on the evolution of compliance and voluntary carbon markets, including work with the initiatives supporting the implementation of Article 6 of the Paris Agreement.

Amy is a qualified UK lawyer with more than 20 years’ experience in developing policy frameworks and legal documentation relating to climate change. Between 2011 and 2021, Amy worked as a senior lawyer at UNFCCC for the Kyoto carbon mechanisms and led the UNFCCC support to the development of Article 6 of the Paris Agreement and to negotiations and drafting of the related implementing rules that were adopted at COP26 (2021). Prior to her time at the UNFCCC, Amy was a leading carbon and climate finance lawyer in the City of London, working with MDBs and investment banks. Most recently, she was Senior Legal Manager for Climate Asset Management, where she developed investment documents for scaled investment in community-focused nature-based projects.
