Eleanor Ruffels is an Associate at the ICVCM and currently supports the Market Formation Team. She is on secondment from the UK Civil Service and has previously worked for the Efficiency Programme Office at UK Army HQ, developing and implementing efficiency initiatives for corporate travel and the procurement of external assistance. Most recently, she worked as a Senior Policy Advisor for the Ministry of Justice, managing programme risks and developing new policy for prison demand. In her spare time, she enjoys country walks and writing novels.
